Kingsbridge Armory Redevelopment Challenged in Court Over Bronx Borough President Gibson’s Alleged Interference

Agallas Equities challenges the selection process for the Kingsbridge Armory redevelopment, raising concerns over fairness and community involvement.onomic Development Corporation of New York City (EDC), along with its chief executive, Andrew Kimball, and the developers from 8th Regiment Partners LLC. The lawsuit also names Bronx Borough President Vanessa Gibson and her previous deputy borough president, Janet Perguero. The complaint asserts that the process for selecting the plan for the Kingsbridge Armory redevelopment was compromised by excessive political interference and irregularities in procedures.

The filing states that Agallas Equities accuses Vanessa Gibson’s office, through her deputy Perguero, of inappropriately swaying the procurement process to benefit 8th Regiment Partners, a collaboration between MADDD Equities and Joy Construction. Furthermore, the suit highlights that Perguero was listed as a lobbyist for MADDD Equities in 2021 before she took on her role in the borough president’s office, creating a potential conflict of interest during the decision-making.

On Monday, April 7th, Gibson revealed that Perguero has stepped down to dedicate more time to her family. Perguero is now part of a lengthy list of Gibson’s employees who have left their positions.

Concerns regarding the integrity of the procurement process are raised in the lawsuit, which claims there were inconsistencies and irregularities in the bidding phase. Agallas Equities points out that the winning proposal was very similar to theirs, especially in aspects of design and programming. The firm further maintains that the selection process was not transparent since essential documents were withheld despite requests made under the Freedom of Information Law (FOIL).

These claims bring significant doubt about the process’s fairness, as Agallas Equities seeks the cancellation of the contract given to 8th Regiment Partners. The firm is also advocating for a fresh and transparent selection procedure and urges law enforcement to investigate the matter further.

Following the recent resignation of Perguero, the debate around the Kingsbridge Armory project has intensified. On Monday, April 7th, Gibson revealed that Perguero would be resigning to attend to family issues, a choice viewed as a response to the increasing scrutiny over her involvement in the project and the ongoing lawsuit.

As the legal case progresses, scrutiny will stay on the allegations of inappropriate political influence and whether these issues will result in significant alterations to the future of the Kingsbridge Armory redevelopment.
