A New Era for Black Hair: New York Requires Textured-Hair Training

New York is taking a major step toward making the beauty industry more inclusive by requiring cosmetology students to receive training in textured hair, including curly, coily and tightly coiled hair.

The new requirement, which took effect September 1st, addresses a long-standing problem for Black, African, Caribbean and other communities whose hair textures and natural hairstyles have often been poorly understood — or completely overlooked — by traditional cosmetology education.

For years, customers with textured hair have reported difficulty finding professional stylists who know how to safely wash, cut, style and treat natural hair. Some have faced higher costs, limited choices or been turned away by salons that lack the expertise or equipment to work with their hair.

The new training must cover the analysis, treatment and styling of textured hair and will become part of the skills students are expected to demonstrate for professional licensing.

The change is especially significant in New York, where Black and Caribbean communities have helped make braids, twists, locs, natural hairstyles and other protective styles a major part of the state’s cultural and economic landscape.

Supporters say the requirement recognizes that haircare is not one-size-fits-all and that professional training should prepare stylists to serve every New Yorker.

However, advocates say the law must be properly enforced and instructors must themselves have meaningful experience with textured hair. They also note that already licensed stylists are not automatically required to receive the new training.

For Black, African, and Caribbean consumers, the goal is straightforward: being able to walk into a salon and expect competent, professional care — without having to worry that their hair texture will determine whether they receive it.
