New York City Mayor Zohran Mamdani has proposed a $124.7 billion executive budget that officials say closes a multibillion-dollar deficit without raising property taxes or tapping the city’s rainy-day reserves.

Mamdani said the city has eliminated a projected shortfall that initially exceeded $12 billion, which his administration attributed to inherited fiscal pressures. He stated that the gap was reduced to $5.4 billion through earlier revisions before being fully addressed in the latest proposal. The budget relies heavily on a combination of state aid, internal savings, and delayed or restructured spending commitments.

City Hall officials outlined roughly $4 billion in additional assistance and policy actions from the State of New York, adding to previously announced funding packages. The support includes broader fiscal measures and targeted education-related savings linked to flexibility in implementing a mandated reduction in public school class sizes. State leaders also discussed potential revenue measures, including a proposed tax on luxury second homes and high-value property transactions, though several details remain under negotiation in Albany.

Mamdani emphasized internal cost-cutting measures, noting that agency-level “chief savings officers” identified about $1.75 billion to $1.77 billion in efficiencies across city departments. He described the effort as part of a broader push to streamline operations while maintaining core public services. The administration also moved to avoid drawing from reserve funds and dropped earlier considerations of raising property tax rates, a proposal that had drawn political resistance in previous budget discussions.

Education and housing policies emerged as key pressure points in the negotiations. The administration continued to oppose expansion of the CityFHEPS rental assistance program. Officials also signaled potential reductions in spending tied to private tuition reimbursements for students with disabilities, a category of expenditure that has grown to exceed $1 billion annually in recent years.

The budget process unfolded alongside ongoing negotiations between City Hall and Albany, with Governor Kathy Hochul and legislative leaders playing a central role in structuring the final agreement. Mamdani credited state officials for helping stabilize city finances, describing the collaboration as essential to closing the gap and avoiding service cuts.

Despite the administration’s assertion that the budget is now balanced, some fiscal uncertainties remain, including the final structure of proposed tax measures and pending approval of certain state-level provisions. Credit rating agencies have previously revised New York City’s fiscal outlook from stable to negative during the budget process, citing uncertainty over long-term revenue and spending assumptions.

The proposal now moves into negotiations with the New York City Council, which will review and amend the executive budget before a final agreement is reached later in the fiscal cycle.
