Mayor Zohran Mamdani’s first Mayor’s Management Report is raising questions about whether his administration is moving fast enough to deliver on some of its biggest promises, particularly affordable housing, child care, and public safety.
The fiscal 2026 report covers July 2025 through June 2026, meaning only about half the reporting period occurred under Mamdani. Still, the numbers provide an early look at how the city is performing as the mayor pushes an ambitious affordability agenda.
Housing remains a major challenge. The city financed 26,913 affordable homes during the fiscal year, nearly 7% fewer than the previous year. Mamdani has made housing one of his signature issues and has pledged to create and preserve 400,000 affordable homes over the next decade.
Child care numbers also fell short of city targets. Enrollment in 3-K reached 43,678 children, below the administration’s goal of 45,454.
Pre-K enrollment totaled 55,042, compared with a target of 59,250.
For working families already struggling with the cost of raising children in New York City, the shortfalls highlight the difficulty of rapidly expanding access.
Public safety is producing an equally complicated picture.
While major crime has declined citywide, several Bronx neighborhoods have experienced increases in serious offenses. In the 46th Precinct, major crime rose 9%, murders increased from six to 10, and felony assaults climbed 24%. The 50th Precinct recorded murders rising from one to eight, while reported rapes increased 61%.
Police staffing is another concern. The NYPD’s uniformed headcount stood at about 34,500, below its budgeted level of roughly 35,000 officers. The administration also dropped plans to add hundreds of officers that had been proposed during the budget process.
Mamdani’s administration points to progress in other areas, including declines in shootings and murders citywide. But for residents, the management report offers a mixed picture – and underscores the gap between ambitious promises and what city agencies are currently delivering on the ground.
